I am studying for my medical licensing boards right now and the sheer volume of clinical scenarios is making it impossible to retain anything. I feel like I am completely drowning in pathology and internal medicine notes. How do you guys actively practice this?

Reading notes over and over is passive and won't help you with diagnostic reasoning. You really need to shift your focus to interactive question banks. I highly recommend running through the simulation quizzes on https://www.simplytests.com/exams/medical to build up your clinical logic. It forces you to actually differentiate between similar diagnoses, which is exactly how the board questions are framed.
